Mike Utt*

Board of Aldermen Ward 2

Tequila Gray

Q1) I have been a Ballwin resident for nearly a decade. I’ve attended nearly a year of alderman meetings to learn about the position and better understand the issues facing our city and the residents. In my professional life, I’ve had the opportunity to work on and solve all manner of challenges. I’ve learned how to collaborate with people from all backgrounds and perspectives. I will use this experience to find the best solutions for our community. I am deeply committed to our community and dedicated to serving the residents of Ward 2.

Q2) Transparency. I want to bring transparency and accountability back to our board. This includes streamlining the selection of residents for citizen boards as well as letting the community know about and be a part of the business of Ballwin. Community. As the community becomes younger and more diverse, I want everyone and their concerns to feel seen and heard. Focus. I want to redirect our focus back to the residents that we represent. I want our residents to know that they can come to me with anything and trust that I will listen and do my best to find a solution.

Q3) I want them to know that I didn’t casually file for this seat and that I don’t take this job lightly. I am the only candidate in this race that has dedicated my time, researched and talked to the community to prepare. That as a wife and mom, we share some of the same concerns. I want them to know that I will be just as dedicated once elected. Lastly, that over the coming days and weeks, I look forward to meeting them as I knock doors asking for their votes for alderperson.

Jonathan Harvey

My grandmother rode the school bus with Donald “Red” Loehr, who was the Ballwin police chief for over 30 years. Ballwin is and will always be my family’s home. I’m someone you know and can trust. I’m proud to call Ballwin home and it is time to give back to the community that has done so much for me and my family. As Ballwin alderman Ward 2 I will ensure to keep Ballwin strong and make it feel like it once did. Thank you and I appreciate your support.

CHESTERFIELD

Mayor

Dan Hurt

Q1) I bring 30-plus years of experience as a Chesterfield City Council member and operating a “Made in America” manufacturing business for 40 years. I have served on every committee of the council and chaired the Planning & Zoning Committee many times, including the years following the Great Flood of 1993 in which Chesterfield City Council was a leader in the Chesterfield Valley economic recovery and success. I am currently president pro tem of the City Council. My experience working with citizens will help Chesterfield continue to be a premier city to live and create a new Chesterfield City Center that will be another success.

Q2) 1. Maintain safety of community and schools through funding of our internationally-accredited police force and resource officers. 2. Maintain Chesterfield’s AAA financial rating with fiscal conservative policies, including the 40% reserve policy and no tax increases. 3. Continue a thriving Chesterfield community with efforts to expand parks and trails using strong planning and zoning policies.

Q3) Chesterfield has been my home for nearly 50 years. I’ve had the privilege of watching our city grow, innovate and overcome challenges. It’s where my wife Rhonda and I raised our two children, Parkway School District graduates Justin and Jenna.  I coached at the local YMCA, served on boards and owned businesses. Chesterfield isn’t just where I live – it’s where I’ve invested my expertise and efforts. For more than 30 years, I’ve proudly served as a city council member, listening to and working alongside my neighbors to build the community we all love.  Now, I’m ready to take the next step in serving our city.

Derek Grier

Q1) Chesterfield has been special to me since my family moved here in 1986. Serving our community is my priority. As a councilman, I helped to eliminate the city property tax and establish the Amphitheatre. As a business owner, I’ve balanced budgets and made tough decisions. As a State Representative, I passed workforce-strengthening legislation, now modeled in 20 states. I’m active in numerous other organizations, serving as a Missouri director for the Realtors Association and as a board member of Aging Ahead, a charitable organization supporting seniors. These experiences have prepared me to be your mayor, dedicated to our community’s needs.

Q2) Chesterfield is an amazing place to live, work and play. There is a lot going on in our city right now; we are at a critical time. My priorities as your mayor will be to always promote, preserve and protect our community by highlighting the good in our city; its thriving business districts, talented residents, beautiful parks and charming neighborhoods. I will pursue economic growth and prosperity while also preserving what makes us special. Finally, we must keep the city safe. The Chesterfield PD do an excellent job and they will always have my full support.

Q3) With a clear vision and strong leadership, Chesterfield’s future is bright. As your mayor, I’ll champion good government, fostering ties with stakeholders, neighboring cities, St. Louis County and the state. I’ll advocate for you, working with MoDOT and others to proactively avoid missteps like the controversial Clarkson Road concrete barriers. I’ll prioritize communication, transparency and safety, preserving our city’s charm. Drawing from my experience on council, as a State Representative and business owner, I’m committed to empowering our community, strengthening its workforce, and preserving our neighborhoods. Chesterfield offers extraordinary opportunity, and I’m eager to lead. I ask for your vote!

City Council Ward 1

Barbara McGuinness*

City Council Ward 2

Patricia Tocco

Q1) My career began as a certified public accountant, then as a corporate senior officer in financial services companies. It concluded with owning a small business and doing consulting for start-up companies. My expertise in accounting and finance and my high level of integrity will be invaluable in all deliberations and votes as a City Council member. This will be especially important when making spending decisions supporting the multi-year redevelopment of downtown Chesterfield and surrounding areas. Residents can be confident I will represent them well by spending their tax dollars prudently.

Q2) City Council must be good stewards of taxpayer monies employing discipline and transparency in all spending decisions involving general and TIF tax revenues. The council’s priorities should be aligned with the residents’ priorities to best serve their needs while keeping taxes low and maintaining the city’s solid financial position. It is imperative that City Council understands and considers the interests of residents, school districts and other taxing districts along with that of developers. Economic development is most successful when it reflects the desires of the community and benefits all constituents.

Q3) My commitment to you as an experienced business professional is to perform my own analysis on all matters prior to a vote by City Council. Decisions should always be based on sound assumptions, supported by relevant data and include input from residents. I can also use my extensive work experience to foster collaboration in all City Council discussions. I am grateful for this opportunity to serve the residents and want be an integral part of achieving Chesterfield’s vision to be an outstanding thriving community. This is why I am the right person for City Council.

Andy Smith

Q1) I was born and raised in St. Louis County. I am a retired lawyer and CPA. I have lived in Chesterfield or Town & Country for the last 25 years. For the last two years my wife and I have lived in Baywood Villages. I have also owned rental property in Chesterfield for 25 years. In my 78 years I can remember when Chesterfield Valley was called “Gumbo Flats” and contained an abandoned German POW camp. I can also remember the opening of Chesterfield Mall in the 1970s. And, I can also distinctly remember the Great Flood of 1993.

Q2) Chesterfield was once a pleasant bedroom community – a good place to live and raise a family. Alas, no more. Traffic, congestion and crime get worse each day. Some of these problems are expected as the general population increases. But, some communities have maintained a more family friendly atmosphere without giving in to unbridled development. If elected, I will do what I can to slow development of “Downtown Chesterfield” and other commercial development in Chesterfield, to make the city more responsive to its citizens’ needs (not developers demands) and to slow the decline in our way of life in this community.

Q3) Since the Great Flood, Chesterfield has embarked on a development scheme which added two retail malls in the Valley. The Taubman went out of business in five years. All the retail development in the Valley put Chesterfield Mall out of business more recently.  Clearly, all this development was not well thought out. Now, city planners want to build a “Downtown Chesterfield” where the mall once stood. Would that be like Downtown St. Louis with its crime, congestion and filth?  Or, would it be like Downtown Clayton with its traffic, congestion and empty office buildings? And, what tax abatements are we paying for this “Downtown Chesterfield?”

Council Member Ward 3

Lane Koch

Council Member Ward 4

Gary Budoor*

Q1) As Chesterfield’s current Ward 4 City Council member, I understand the complexities of keeping neighborhoods safe, maintaining financial stability and expanding recreational opportunities. Advocated for neighborhood and community safety by funding school resource officers and providing the police with updated technology. Served on the city Finance Committee, ensuring early debt repayment and setting aside a 40% emergency fund reserve. As chair of the Chesterfield Parks Committee, I expanded sporting venues and secured grant funding for a new Central Park Playground. Achieved resident engagement by launching the first-ever Ward 4 trustee meetings and encouraging full resident participation in key citizen advisory committees.

Q2) 1. Enhance public safety – I will continue to support our police, ensuring they have the resources to keep our neighborhoods safe while maintaining strong relationships between officers and our residents. 2. Fiscal responsibility – I will safeguard taxpayer dollars by maintaining Chesterfield’s financial health, approving budgets and monitoring spending, which fund resident priorities. I will always ensure we achieve or exceed a 40% budget reserve and remain transparent. 3. Expand parks, trails and recreation – I am committed to further improving our parks and recreational spaces, expanding sports facilities and enhancing community programs that benefit families, youth and our seniors.

Q3)  I am a positive voice, deeply committed to serving our community with integrity, transparency and a results-driven approach. As a longtime Chesterfield resident, IT professional and active leader in community service, I recognize the critical importance of maintaining a thriving, safe and financially-secure city. My record reflects a steadfast commitment to listening to residents, addressing our needs and resolving issues. I have always put our community first. I ask for your support so that we can continue building a stronger, safer and more prosperous Chesterfield together.

Michelle Ohley

Q1) The residents first elected me in 2017 and again in 2019 for City Council where I honored my pledge to support our police, cut wasteful spending and taxes and make Chesterfield City Hall more transparent. It included being appointed to chair the Planning & Public Works and Parks committees while developing a solid relationship with our state, local and business leaders. Most of all, it’s your trust that was gained by solving issues and remaining accessible to the people who live in our beautiful community.

Q2) The top priority of any elected official should always be public safety. Supporting our police, who represent the largest municipal force in St. Louis County, is my number one pledge followed by guarding your tax dollars for the express purpose of city government such as protection, public works and parks. Using your taxes to subsidize private development projects, for example, is an abuse of office and becomes corporate welfare at the expense of residents. Transparency is critical to avoid issues like the curb barriers on Clarkson Road that surprised our residents last year without any warning from our elected officials.

Q3) As your representative at City Hall between 2017 and 2021, by forging alliances on the council, we were able to stop $1 million of wasteful spending, developments that took advantage of the city at your expense and preserve greenspace like the land across from our amphitheater that was targeted to become more apartments. This year, I’ve been working with state and local leaders to help end the intrusive concrete barriers along Clarkson Road which illustrates tone-deaf government that should be working for you and wisely spending your valuable tax dollars. Earning your vote is always a great honor.

CLARKSON VALLEY

Board of Aldermen Ward 1

Andrew Low*

Board of Aldermen Ward 2

Courtney Birkel

Q1) I am committed to serving the community in which my husband and I chose to raise our three children. I earned a degree in biology from University of Missouri-Columbia and a Master’s in Engineering from Missouri S&T. I have extensive experience in construction, contributing to invaluable problem-solving skills and an analytical approach. As a resident of Clarkson Valley and a member of Forest Hills Country Club, I enjoy being a part of the community, but it is an honor to serve in it. I have dedicated countless hours volunteering as a mentor for Big Brothers Big Sisters, Cub Scouts and Girl Scout Leader. I served as a school board member and neighborhood trustee, giving me invaluable experience in working together for a common goal. I am dedicated to addressing your ideas, concerns and needs.

Q2) I aim to open a line of communication to actively support residents, infrastructure and operational efficiency and strengthen safety in our community. I look forward to the opportunity to work alongside our mayor and Board of Aldermen as they build on the progress already made, ensuring Clarkson Valley continues to grow and evolve while preserving its unique character.

Q3) I would appreciate your time in voting for Courtney Birkel on April 8. It’s “Time For A Change.”

Honora Schiller*

Q1) I have been a Clarkson Valley alderman for over 20 years. I have served on the Planning & Zoning Commission since 2012. I have also served as the president of the Board of Aldermen. I have a deep understanding of our ordinances. I have a Bachelor of Science degree and credits toward an MBA. I was a laboratory manager for 13 years.

Q2) My top three priorities if elected are: Keep costs down so there is no increase in taxes. Maintain high levels of city services including police protection and trash pickup. Ensure that any new ordinances have a positive effect on property values and quality of life.

Q3) My husband and I have lived in Clarkson Valley for over 40 years and raised our three sons here. Our sons graduated from Marquette High School. I know the importance of keeping residents informed and listening to their concerns.

Board of Aldermen Ward 3

Tracy Nuelle

Q1) My experience in the areas of marketing, public relations and, importantly, real estate, has afforded me tremendous expertise and insight into the value of building and maintaining relationships with constituents. In that process, enhanced communication, transparency, excitement and change can be achieved. My career has spanned more than 35 years, ranging from vice president at Fleishman Hillard, to owning my own PR firm. But it’s my current job as a realtor in the West County area that’s given me a greater appreciation for the community, the people and businesses who call Clarkson Valley home, and the needs of the area.

Q2) My goals, should I be elected, include improving transparency and removing complacency, strengthening safety in the community and, most importantly, enhancing communication with our constituents and, in doing so, grow the community spirit, celebrate tradition and embrace a vibrant future.

Q3) Thank you for your consideration. Communication is vital to providing our residents and businesses the best opportunity for support. As alderman for Ward 3 in Clarkson Valley, I will work to ensure that we develop a portal for effective two-way communication between the city, its HOA boards, residents and businesses. This will, by default, improve transparency and financial oversight, create a means by which constituents can feel heard, allow us to provide greater support and, ultimately, grow community spirit, ushering the city into 2025 and beyond.

Gregg Bogosian*

Q1) Member of the Board of Aldermen since 2022. Chair of the Banking and Investment Committee, which moved our reserve funds into Treasury notes and FDIC-insured CDs earning high rates of interest. Served on the Planning and Investment Commission for 15 years, three years as the chair.

Q2) Cost effective city government. Protection of personal safety and property values.  Maintain an environment that makes Clarkson Valley a desirable place to live.

Q3) I have served Clarkson Valley for many years, and have a lot of experience. This is reflected in the fact that I am supported and endorsed by all five of my fellow board members.

CREVE COEUR

City Council Ward 1

Mark Manlin*

City Council Ward 2

Nicole Greer

Q1) I am qualified to serve in this office because I held this office from 2020-2024 and also have served as council president. I have established relationships with key stakeholders including residents, members of boards and commissions, the city administrator and all of the current city elected officials. I also have relationships with many regional leaders in our area.

Q2) Sustainable economic development that benefits our community. Recruiting and retaining quality city employees. City employees are an investment and we want to protect our investment. Provide quality city services. Smart decisions must be made by the council with city staff input.

Q3) Our community deserves a representative that will show up, listen and engage. I have been and will continue to be that type of council member.

Brett A. Schenck

Q1) Being an attorney who also specializes in patents, I can handle legal matters related to Creve Coeur to improve the lives of the residents of Ward 2. I can utilize my experience of running my own law practice in my job as a council member. I also can provide innovative ways to improve city services through my knowledge of technology as a patent attorney.

Q2) My first priority would be to find ways to improve the city services for the residents of the ward. My second priority would be to attract businesses to the area. My third priority would be to ensure the safety and freedom of the residents of Ward 2 in Creve Coeur.

Q3) An elected official should be ethical, professional and be persistent in getting things done for his constituents. Over my career as an attorney, I have tried to emulate these qualities. In fact, I have had very good reviews from many of my clients that touch on these qualities. The below link shows several positive reviews from my clients related to my work: upwork.com/freelancers/brettschenck

ELLISVILLE

City Council District 1

Robert Clark Compton*

City Council District 2

Greg Sanborn*

Q1) I am currently the incumbent City Council member and am mayor pro tem. Therefore, I have experience in the role and have been acting mayor three times, in the mayor’s absence. Before being on the council, I served on the Planning & Zoning Commission for almost eight years.

Q2) Representing the interests of my constituents, finalizing the Old State Road sidewalk and other safety measures, and improving the streets within our city.

Q3) I do my best to listen to my constituents and truly represent them and their interests to the council. If re-elected, I will continue doing this.

Carolina R Santangelo

Q1) Just retired after more than 30 years in the commercial sector as a dedicated coach and leader. Skilled in problem solving, quality and compliance. Known as an effective coach and manager, especially when interacting with other departments and customers. And now, I would like to spend my time helping the community where I live.

Q2) 1. Focus on the needs of the community and their people. 2. Emphasis on process improvement and community development. 3. Ensuring strong stewardship of safety and finance.

Q3) My husband and I have lived in Ellisville for 25 years and in West County for a total of 30 years. Our three children grew up here enjoying what the city had to offer, especially its beautiful parks. Now I would like to use my time to help the community grow and continue making Ellisville the best place to live.

City Council District 3

Curt Boggs*

Q1) Seven years on Planning & Zoning Commission, three of which were as chairman, so I bring that knowledge to the job. Four years as city councilman. I was instrumental in getting legislation passed for the new City Hall. This was done in a very frugal manner by placing the City Hall on top of the police station. We required no extra land be purchased. We had formerly, in large meetings, constituents standing for hours in our old building, which was an old 1950s house that we had grown out of. It was terrible for organization, security and presentations. Our new facility is now more modern, secure and efficient. My experience dictates there is no learning curve for me to be re-elected. I have spent numerous hours helping constituents in the past and will do so again if re-elected.

Q2) 1. I will work with members of City Council to attract small business to the Manchester corridor. 2. Put a re-emphasis on finishing modernizing our small city parks with new equipment and turf. 3. Utilize code compliance to maintain our business district and residential areas.

Q3) I have a Bachelor of Science from Missouri State. I have worked for the Boy Scouts of America as an Eagle Scout. I am active at Pathfinder Church. I have been married for 46 years and my wife and I have three children and five grandchildren. All our children attended Rockwood schools. I request your vote April 8.

Steve Tate

Q1) I believe in service above all. For several years, we have posted our flags around our yard as a tribute to those who have served and paid for our freedom with their lives. As a consumer, I also want to save which is why I don’t believe in raising taxes. We pay too much as it is. I want to be another voice on City Council to put the brakes on when needed. I would be humbled by all support given to me. Thank you all.

Q2) I don’t want to pass through big developments of subdivisions as I believe that this will raise taxes on those of us with smaller homes. I would be a voice to stop “Spend it so we can get more next year.” If it makes sense, do it. If it’s to get increased budgeting for next year, I would say, “No.” I would like to see more street lights in some areas and some sort of lighting on walking paths for safety.

Q3) I am not a politician by any means. Like those who will be voting on April 8, I am a family man who has a regular job. There aren’t ambitions of “higher office” in my future. At 59 years of age, I don’t have time to play those games. My wife and I moved to Ellisville to raise our family and have a good school for our son just about 10 years ago. I am running to serve this community and that alone. Again, I am humbly asking for your votes and I will be honored to serve. Thank you.

Johnny Kallongis

Q1) I have been an actuary for over 10 years and I have achieved the highest designation in my field. This comes along with a few core skills that I think would be invaluable for a City Council position: 1. Financial expertise – managing budgets and making financial decisions for the city. 2. Analytical thinking – analyzing data, identifying patterns and evaluating policies and programs at the city level. 3. Communication skills – communicating simply and effectively. In short, I am looking to use these skills to give back to a community that I am proud to live in.

Q2) 1. Supporting community engagement – increasing transparency and communication between the city council and residents and promoting community events. 2. Preserving Ellisville’s natural beauty – continuing to improve and preserve green spaces. 3. Effective budget and financial decisions – making the best financial decisions to improve city services and smart economic/infrastructure development.

Q3) I am proud to live in Ellisville and am excited to put my skills to work for all of you! I want to continue to improve our community and preserve the pieces of our community that make Ellisville a great place to live. I would love to hear from whoever is reading this on what changes you would like to see for Ellisville and if elected I will do my best to make them come true!

Q2) My top priorities are responsible development of our vacant commercial spaces, parks and trails. With 40-plus years in operations management, I have the skills to oversee complex issues, listen to residents and make informed decisions. My background in budgeting, leadership and community service ensures I can serve Ward 8 with fairness and integrity.

Q2) 1. Listening to residents and making informed decisions. Researching, hearing all perspectives and acting in Wildwood’s best interest. 2. Preserving Wildwood’s character and natural beauty. Supporting smart, responsible growth while safeguarding our environment. 3. Public safety – strengthening our roads, emergency services and local economy.

And if elected it will be my priority.

Q1) I am a Parkway parent, alum and longtime Parkway supporter and volunteer. I have served on the Board of Directors for the Parkway Alumni Association Board since 2010, volunteered as a member of the district’s Steering Committee since 2016, supported the last two bond issues, helped with the Spark! program and volunteer at my children’s school. These roles have given me a deep and unique understanding of Parkway’s strengths, challenges and priorities. I will rely on this experience as a board member and work to help keep Parkway a place where all students can thrive.

Q2) My top three priorities include: 1. Fostering an inclusive, equitable and innovative learning environment where all students have access to high-quality education, as well as the support they need to succeed; 2. Supporting our teachers and staff by ensuring they have the resources, support and tools needed to be successful, which also includes ensuring salaries and benefits remain competitive to retain and attract top talent; and 3. With a new superintendent starting soon, I am ready to hit the ground running as a board member by making informed and thoughtful decisions to ensure our schools continue to thrive.

Allie Cicotte

Q1) I’ve been a Parkway resident since 2016. My husband and I are raising two children: a first grader at Wren Hollow and a 3-year-old. As chief of staff for the Clark-Fox Family Foundation I lead programs like Blueprint4, connecting families to enrichment opportunities, and manage research projects on critical community issues. I am a former educator and taught kindergarten and K-8th grade Spanish. While no longer in the classroom, my years of teaching fundamentally shaped my beliefs in the power and importance of a high-quality education for all, and an understanding of difficulties that teachers face every day.

Q2) 1. Serving all students well: Advocate for resources to support Parkway’s diverse student body, including multilingual learners, students with IEPs and gifted students. Expand tailored learning opportunities to help all students thrive. 2. Future sustainability: As financial realities continue to change, ensure Parkway maintains its healthy financial footing. Advocate for increased funding for public education and ensure the board is effective and efficient with resources, including its buildings. 3. Parkway School District stands out as a high-quality destination district for families and staff members. I want to ensure a focus on academic excellence and socio-emotional wellbeing as priorities for students.

Q3) When I think about what the district will look like for my kids in 15 years, I am motivated to make sure that I play an active role in whatever ways I can, using my skills and experiences, in making sure that the district remains as strong, if not stronger, than it is today. My background experience as a former educator and nonprofit leader gives me a unique perspective on the challenges and opportunities that face our schools. I am committed to working collaboratively to support all students and using data and community input to make sound decisions.
